The first link is to testimony offered by Dr. James Jay Carafano before the Commission on the National Guard and Reserve on 4 May 2006, wherein he identifies State Defenses Forces as an asset which should be utilized in response to natural or man made disasters and further that the DoD should help establish national standards and that training and education opportunities should be opened to SDFs at the states' expense.

The second article is a 2 May 2006 report by the U.S. Freedom Foundation wherein they propose SDF national standards which include weapons training, vehicle operator training, fitness standards, and pay.
